The size of Maryland state spending

Maryland state agencies paid out $45.5 billion in fiscal year 2026 (July to June), up 4% from the year before. That covers every kind of payment, including aid to local governments, grants and payments to individuals, so most of it is not work a small business bids on; it shows the scale. The largest agencies were Maryland Department Of Health ($17.5 billion); State Department Of Education ($11.5 billion); MDOT The Secretary's Office ($1.5 billion).

All payments made by Maryland state agencies, by fiscal year (July to June), including aid to local governments, grants and payments to individuals, so it is not purchasing alone. Annual totals per agency only: payees are not collected, the newest fiscal year is partial, and county and city spending is not included. Colleges and universities are separate agencies in it. Contracts coming up for renewal

These contracts for this kind of work end within the next 12 months, soonest first. A contract that ends is often rebid or extended.

End dates are the buyers' own. Montgomery County government contracts with execution and expiration dates and whether an extension is available. One county only. Buyer and vendor contact details in the dataset are not collected. Source: Montgomery County, Maryland open data (data.montgomerycountymd.gov), modified for use here. Not endorsed by the County. See the data notices below.

How to bid on notices like these

  1. Read the whole notice first: the due date and time, how to submit, and whether a pre-bid meeting or site visit is required.
  2. Check you qualify: registration with the buyer, licences, insurance, bonding, and any small-business or local preference.
  3. Ask questions before the question deadline; the answers usually go to every bidder.
  4. Price the whole scope and include every form the notice asks for. A missing form or signature can disqualify a bid.
  5. Submit early. Portals slow down near a deadline, and late bids are normally rejected.

For HVAC & mechanical: Check which licence the notice requires, and whether service calls, parts and after-hours work are priced separately.
