What Virginia has spent on this

Purchase orders for landscaping and grounds maintenance totalled $594.5 million in 2023, up 124% from 2022 ($265.0 million). Over the five years shown the yearly total ran from $171.7 million to $594.5 million.

Yearly order totals, newest data on the right. Purchase orders placed through the Commonwealth's e-procurement system by state agencies, colleges and universities, and the local governments that choose to use it (local use is voluntary, so local spending is understated). Calendar years by order date; order amounts, not payments. Published after each year ends, so the newest full year is the previous one. A single order line of one billion dollars or more is treated as an entry error and left out. By buyer in 2023: state agencies 98%, schools and universities 2%; the largest buyers were Virginia Department of Transportation ($578.8 million); George Mason University ($3.1 million); University of Mary Washington ($2.1 million); March and June carry the largest share of the year's orders (25% across the years shown).

One buyer, Virginia Department of Transportation, accounts for 97% of this spend in 2023, so the change from year to year mostly reflects how that buyer orders, not the whole market.

Contracts coming up for renewal

These contracts for this kind of work end within the next 12 months, soonest first. A contract that ends is often rebid or extended.

End dates are the buyers' own. Contracts of the City of Richmond with their effective dates, supplier and value. One city only; other Virginia localities are not in it. Source: City of Richmond, Virginia, Department of Procurement open data (data.richmondgov.com).

How to bid on notices like these

  1. Read the whole notice first: the due date and time, how to submit, and whether a pre-bid meeting or site visit is required.
  2. Check you qualify: registration with the buyer, licences, insurance, bonding, and any small-business or local preference.
  3. Ask questions before the question deadline; the answers usually go to every bidder.
  4. Price the whole scope and include every form the notice asks for. A missing form or signature can disqualify a bid.
  5. Submit early. Portals slow down near a deadline, and late bids are normally rejected.

For landscaping & grounds: If you can, walk the grounds first: acreage, how often the work repeats, and any haul-away rules drive the price.

Data notices

These figures are summaries Vanguard B2G Systems prepared from public open-data releases by the governments named beside them. We modify and combine the data, so the figures may differ from the originals and may be out of date. The governments make no warranty about them, did not review or endorse our summaries, and may change or withdraw their data. Check the buyer's own notice before you bid.
